Housing Choice Vouchers (HCV) administered by the Bellingham Housing Authority are intended to be used within Whatcom County, WA. However, HUD allows a process known as “porting-out” for eligible participants who would like to take their voucher to another public housing agency in the United States that administers a Housing Choice Voucher program. Similarly, if you are interested in moving to Whatcom County and are currently receiving rental assistance through the Housing Choice Voucher program with another public housing agency, the Bellingham Housing Authority may be able to administer or absorb your voucher through a process called “porting-in.”
How do I port-out?
If you are interested in porting-out of the Bellingham/Whatcom County area please contact your current Leasing Specialist who will assess eligibility and assist with next steps. A couple of considerations to keep in mind include:
In most instances, if you are a new HCV participant who was not a Whatcom County resident at the time of application you must lease a unit within Whatcom County for at least 12-months before requesting to port-out
In most instances, a request to move with continued assistance will be denied during your initial 12-month lease term
The Bellingham Housing Authority reserves the right to deny any request to port-out if the receiving public housing agency elects to administer the voucher, and BHA does not have sufficient funding to support higher subsidy costs
How do I port-in?
If you are currently receiving rental assistance through the Housing Choice Voucher program with another public housing agency, but would like to move to Whatcom County you will need to initiate that process with your current housing authority. Your current housing authority will assist with coordinating the portability process and sending essential paperwork to the BWCHA office.
