Special Needs Housing Shelter Care Plus The Shelter Care Plus program provides affordable housing to homeless, mentally ill persons in Whatcom County . The Bellingham Housing Authority partners with three sponsoring agencies who provide mental health and supportive services: Bellingham Veterans Center , Lake Whatcom Center , and Whatcom Counseling & Psychiatric Clinic. Since 1995 Shelter Care Plus has served Bellingham and Whatcom County by working to prevent homelessness of mentally ill persons and also by assisting formerly homeless, mentally ill persons to transition to permanent subsidized housing or unsubsidized independent living. Housing Opportunities for People with AIDS This program provides housing assistance to the private sector for individuals diagnosed with AIDS. The program covers Whatcom, Skagit and San Juan counties. This program also supports the operations of Sean Humphrey House, a residential facility for disabled individuals with HIV/AIDS.
